"Clear or transparent backgrounds can only exist in 2 formats: GIF and
PNG.

GIF is the default and universally accepted (as well as being one of
the very few supported animated picture mediums).

PNG8 is generally accepted by most but IE may have issues with the
transparency.
PNG24 has better quality but doesn't render 100% well under IE.

I'm not sure what you mean by clear big and unclear small. You should
always be resizing from the original. Don't go around resizing an
already resized image (ie, if you have a 1000x1000 image and resize it
to 500x500, don't resize the 500x500 to 100x100, just resize the
original 1000x1000 to 100x100)."
